HSE Training Records: How to Track Worker Competency

An auditor asks a simple question: can you show me that every worker on this site holds a current certificate for the task they are doing? For many companies, answering it means digging through spreadsheets, email attachments, and a folder of scanned certificates that nobody has updated in months.

Why Training Records Fall Out of Date

  • Certificates live in several places at once. HR holds some, the site office holds others, and a few exist only as photos on a supervisor’s phone.
  • Nobody owns expiry tracking. A certificate valid for two years gets filed and forgotten until someone happens to check it.
  • Subcontractor records sit outside the system. Direct employees are tracked, but contract workers, who often carry the highest-risk tasks, are not.
  • Refresher training is not linked to task assignment. A worker whose confined space certification expired last month can still be rostered for confined space work, because the roster and the training record never talk to each other.

What a Complete Training Record Should Contain

A record that actually stands up during an audit needs more than a certificate scan. At minimum:

  1. Worker identity and role — who they are and what work they are assigned to.
  2. Course or competency completed — the specific training, not a generic “safety induction”.
  3. Date completed and expiry date — with the expiry calculated automatically, not typed in manually.
  4. Issuing body or trainer — so validity can be verified independently.
  5. Evidence attached — the certificate itself, stored against the worker’s record rather than in a separate folder.

Missing any one of these usually means the record cannot be used as proof of competency without further digging.

Linking Competency to Work Assignment

The single most useful improvement most companies can make is connecting training records to the permit and task assignment process. In practice this means:

  • A supervisor assigning someone to operate a boom lift can see immediately whether that operator’s licence is current.

Tracking Subcontractor Competency

Subcontractors deserve specific attention because they are often the largest group on site and the hardest to track. A workable approach:

  • Require competency evidence at the point of site onboarding, not after work has started.
  • Store subcontractor records in the same system as direct employees so a single search covers everyone on site.
  • Set a shorter review cycle for subcontractor records, since turnover is typically higher.

The practical first step is consolidating records for one worker group or one high-risk competency — working at height or confined space entry are common choices — then expanding once the tracking and expiry alerts are running reliably.
