1. PTW: Fixed optional Locations question not skippable during submission.
2. PTW: Fixed TBM cannot be detached from draft PTW Plan.
3. PTW: Fixed Ref Question not showing the referenced answer.
4. PTW: Fixed missing alert when opening a corrupted PTW template.
